Summary
NY S 5183 would amend the Election Law to include affirmation statements on the envelopes of mail ballots for early mail voters, absentee voters, and special presidential voters. The affirmation statements require voters to declare their citizenship, voter registration, eligibility to vote, and that they have not voted elsewhere. The ballots require voters to sign the affirmation and, in some cases, have a witness sign and provide their address. The bill adds a prominent statement on each envelope stating "IMPORTANT: YOU MUST SIGN THE AFFIRMATION ON THIS ENVELOPE." The measure takes effect one year after it becomes law.
