Summary

This bill establishes a state program to distribute free wound care kits and xylazine test strips to individuals with substance use disorders or at risk of drug use. Wound care kits are designed to treat injection-related wounds and skin infections, while xylazine test strips detect the presence of xylazine in drugs. Eligible distribution sites include hospitals, addiction treatment facilities, homeless shelters, urgent care centers, mobile health units, and safe syringe programs. Facilities distributing these items cannot collect personal identifying information, and police cannot target individuals or facilities for distributing or receiving kits or test strips. The state must also conduct public awareness campaigns on proper wound care and xylazine testing, and the program takes effect 180 days after enactment.
