Summary

Repeal, reenact, and amend KRS 45A.705, relating to government contract review, to prohibit the expenditure of any appropriation in support of a challenge to the constitutionality of the statute, except in the case of the Attorney General; establish venue; provide severability clause; EMERGENCY.
