Summary

This bill prohibits town, city, and county industrial development agencies from waiving taxes or entering into payment in lieu of taxes (PILOT) agreements that would reduce the tax revenue received by school districts. Industrial development agencies commonly provide tax incentives to businesses to encourage economic development, but this bill prevents those incentives from reducing school district funding. The law applies to all tax waivers and PILOT agreements where the foregone taxes would otherwise be received by a school district. The bill takes effect immediately upon enactment. The provision aims to protect school district revenue from being reduced through business tax incentive programs.
