Introduced by Sen. SERRANO -- (at request of the Governor) -- read twice and ordered printed, and when printed to be committed to the Committee on Rules

AN ACT providing for the administration of certain funds and accounts related to the 2026-2027 budget, authorizing certain payments and transfers; and providing for the repeal of such provisions upon the expiration thereof

The People of the State of New York, represented in Senate and Assem- bly, do enact as follows:

1 Section 1. The state comptroller is hereby authorized and directed to 2 loan money in accordance with the provisions set forth in subdivision 5 3 of section 4 of the state finance law to the following funds and/or 4 accounts: 5 1. Transit authorities account (20851). 6 2. Railroad account (20852). 7 3. Non-MTA capital account (20853). 8 4. Public transportation systems account (21401). 9 § 2. Notwithstanding any law to the contrary, and in accordance with 10 section 4 of the state finance law, the comptroller is hereby authorized 11 and directed to transfer, upon request of the director of the budget, on 12 or before March 31, 2027, up to the unencumbered balance or the follow- 13 ing amounts: 14 1. $48,850,000 from the general fund to the MTA financial assistance 15 fund, mobility tax trust account (23651). 16 § 3. This act shall take effect immediately; provided however, that 17 upon enactment of legislation constituting the 2026-27 budget this act 18 shall cease to have force and effect and shall be deemed repealed.
