Summary
This bill would change how the New York Department of Public Service and Public Service Commission are funded. Instead of having their operating costs paid through assessments on regulated utility companies and other regulated entities, the bill would make these costs subject to annual appropriation by the state legislature. The chair of the department would certify the costs needed, and the state comptroller would audit and authorize the payments. The bill repeals the existing provisions that establish the assessment system on utilities and regulated companies. The changes would take effect on January 1, 2026.
