Summary
This bill, known as the 'New York no citizen is above the law act,' modifies statutes of limitations for criminal and civil actions in New York involving the office of president of the United States. For criminal cases, any period during which a defendant held the office of president does not count toward the statute of limitations for prosecution. For civil cases, the time period during which a defendant held the office of president does not count toward the statute of limitations for commencing an action, regardless of whether the cause of action occurred before or during the presidency. The criminal provision applies to all criminal actions where the statute of limitations has not yet expired. The civil provision applies to civil court actions commenced before and after the law's effective date.
