Summary
Create a new section of KRS Chapter 342 to allow the Horsemen's Benevolent and Protective Association to establish a workers' compensation insurance program for qualified horsemen, administer the program as part of its corporate activity, establish criteria for eligible participants, declare surplus funds, contract with other insurers to help implement the program, take other necessary acts for establishment and operation of the program, as well as encouraging it to immediately provide coverage, use revenue to create a reserve fund, and establish conditions for the program.
