AN ACT to amend the general business law, in relation to requiring the department of state to make renewed appearance enhancement licenses and certificates and renewed barber licenses and certificates avail- able on its website in a portable document format for download
The People of the State of New York, represented in Senate and Assem- bly, do enact as follows:
1 Section 1. Subdivision 6 of section 408 of the general business law, 2 as amended by chapter 715 of the laws of 2019, is amended to read as 3 follows: 4 6. Any license, which has not been suspended or revoked, may, upon the 5 payment of the renewal fee, be renewed for additional periods of four 6 years from its application, without further examination, upon the filing 7 of an application for such renewal, on a form to be prescribed by the 8 secretary. When an applicant seeks to renew their license, the depart- 9 ment shall notify applicants of voluntary domestic violence and sexual 10 assault awareness education courses that can be accessed through the 11 department's website. The department shall enable licensees to download 12 such renewed license from the department's website in a portable docu- 13 ment format after such renewal is processed. 14 § 2. Subdivision 4 of section 439 of the general business law, as 15 amended by section 4 of part Y of chapter 60 of the laws of 2011, is 16 amended to read as follows: 17 4. Any license or certificate, except a temporary license, which has 18 not been suspended or revoked, may, upon the payment of the renewal fee 19 prescribed by this article, be renewed for additional periods of four 20 years from its expiration, without further examination, upon the filing 21 of any application for such renewal, on a form to be prescribed by the 22 secretary of state, accompanied by the certificate required by paragraph 23 (c) and the certificate of completion required by paragraph (e-1) of

1 subdivision one of section four hundred thirty-four of this article. The 2 department shall enable licensees and apprentices to download such 3 renewed license or certificate from the department's website in a port- 4 able document format after such renewal is processed. 5 § 3. Paragraph e of subdivision 2 of section 406 of the general busi- 6 ness law, as amended by chapter 341 of the laws of 1998, is amended to 7 read as follows: 8 e. Upon acceptance by the secretary of a proper application for an 9 operator's license to practice nail speciality, waxing, natural hair 10 styling, esthetics or cosmetology, the secretary may issue a temporary 11 operator's license which shall expire six months from issuance. Upon 12 good cause shown, the secretary may renew a temporary operator's license 13 for one additional six-month period upon filing the appropriate applica- 14 tion and fee. The department shall enable licensees to download such 15 renewed temporary operator's license from the department's website in a 16 portable document format after such renewal is processed. 17 § 4. Subdivision 2 of section 408-a of the general business law, as 18 added by chapter 80 of the laws of 2015, is amended to read as follows: 19 2. A certificate of registration as a trainee shall be for a period of 20 one year, renewable for a second year, and may be renewed for additional 21 terms within the discretion of the secretary. The department shall 22 enable trainees to download such renewed certificate of registration as 23 a trainee from the department's website in a portable document format 24 after such renewal is processed. 25 § 5. This act shall take effect on the ninetieth day after it shall 26 have become a law.
