Summary

This bill continues Colorado's water vessel registration program until September 1, 2036, implementing recommendations from the Department of Regulatory Agencies' sunset review. The bill updates the definitions of "vessel" and adds a new definition for "vessel livery" to clarify regulated rental vessel services. The bill extends the record-keeping requirement for vessel liveries from 30 days to 3 years after hired vessels are returned. The bill also makes a technical change to vessel operator age requirement penalties, changing the language to apply to "persons" rather than "individuals." These changes implement sunset review recommendations and modernize the vessel registration framework.
