Summary

New York Senate Bill 2574 requires all voters to present a valid government-issued photo identification when casting a ballot, either in person or by mail. Valid identification includes a New York driver's license, US passport, military ID, educational institution ID, or other government-issued photo ID. The bill provides a fail-safe option allowing voters without photo ID to cast an affidavit ballot in person if they provide valid photo ID within three days, or by mail if the board of elections determines ballot validity. The bill also makes identification cards free for adults whose income qualifies them for Medicaid.
