Summary

This bill adds new duties to New York's Community Gardens Task Force to assess community gardens on publicly owned land. The task force must conduct a comprehensive assessment of all such gardens by January 1, 2028, with a status report to the governor and legislature by January 1, 2027, and conduct additional assessments of new gardens every five years thereafter. The assessment must determine whether each garden qualifies for designation as a Critical Environmental Area, based on consultation with garden members and the Department of Environmental Conservation. The task force must prepare written summaries for each garden documenting its characteristics, current status, and eligibility for critical environmental area designation. Upon completion, the task force will provide these summaries to garden leadership and recommend critical environmental area designation to relevant agencies for qualifying gardens.
