Summary
Beginning with the 2031-2032 school year, Michigan requires all K-5 teachers and administrators who teach or supervise reading instruction to complete specific professional training on literacy instruction, including phonics, phonemic awareness, fluency, and comprehension. The Department of Education must approve at least two providers to offer the training, which must cover scientifically-based reading instruction and techniques for diagnosing and supporting struggling readers. School districts must create implementation plans and begin phased training in the 2026-2027 school year, with full compliance required by 2031-2032, and districts must report progress annually to the state. New teachers hired after 2031-2032 have up to three years to complete the training after being hired.
