CSSB 206(HSS): "An Act relating to parental notification of incidents of harassment, intimidation, or bullying involving students and threats of suicide by students; and establishing the firearm safe storage grant fund." 00 CS FOR SENATE BILL NO. 206(HSS) 01 "An Act relating to parental notification of incidents of harassment, intimidation, or 02 bullying involving students and threats of suicide by students; and establishing the 03 firearm safe storage grant fund." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 14.33 is amended by adding a new section to read: 06 Sec. 14.33.240. Parental notification. A school district may adopt a plan to 07 notify the parents or guardians of a student of an incident of harassment, intimidation, 08 or bullying involving the student or a threat of suicide by the student. A school district 09 that notifies a parent or guardian about a threat of suicide under this section shall 10 provide to the parent or guardian suicide prevention and crisis intervention resources, 11 including information about how to 12 (1) obtain a suicide risk screening or assessment from a health care 13 professional; 14 (2) limit a student’s access to firearms and lethal medications;
01 (3) securely store firearms, ammunition, and lethal medications, 02 including in a safe storage device; and 03 (4) request a free safe storage device from the firearm safe storage 04 grant fund established under AS 44.21.070 . 05 * Sec. 2. AS 44.21 is amended by adding a new section to article 1 to read: 06 Sec. 44.21.070. Firearm safe storage grant fund. (a) The firearm safe storage 07 grant fund is established in the general fund. The department shall manage the fund 08 and may use money in the fund without further appropriation to purchase firearm safe 09 storage devices and distribute the devices at no cost to school districts or to hunter or 10 firearm safety programs that are administered by a school district. Money in the fund 11 does not lapse. The fund consists of money appropriated to the fund, including grant 12 money the department receives for the purpose of providing to school districts firearm 13 safe storage devices and funds to purchase firearm safe storage devices, and donations 14 to the fund. 15 (b) Nothing in this section creates a dedicated fund. 16 (c) The department may adopt regulations under AS 44.62 (Administrative 17 Procedure Act) to implement this section. 18 (d) In this section, 19 (1) "department" means the Department of Administration; 20 (2) "firearm safe storage device" means a lock box, safe, cable lock, or 21 other device that is used to prevent unauthorized access to a firearm or to store a 22 firearm. 23 * Sec. 3. AS 44.29.350 is amended by adding a new subsection to read: 24 (b) The council may advise a school district of appropriate materials and 25 reference lists that the district may provide to a parent or guardian under the 26 circumstances described in AS 14.33.240 .
