Summary
This bill prohibits New York insurers from denying, canceling, or increasing premiums for homeowners' or renters' insurance policies based on the policyholder harboring or owning any dog of a specific breed or mixture of breeds. The bill strengthens an existing prohibition by removing a "solely" qualifier, meaning breed cannot be a factor in insurance decisions at all, rather than only when it is the sole reason for the decision. The prohibition covers refusal to issue or renew policies, cancellations, premium increases, and exclusions or limitations on coverage. The bill takes effect 90 days after it becomes law and applies to all policies issued, renewed, modified, altered or amended after that date.
