Summary

This bill establishes the Research Literacy Enhancement Act, creating a program through which the Commissioner of Education makes grants to New York academic institutions conducting or seeking to conduct research on literacy, including basic, clinical, social, translational, technological, and behavioral research. Grants are awarded based on research priorities and merit through an open, competitive peer review process that ensures objectivity and consistency, with all investigators having equal access regardless of affiliation. The bill creates a Research Literacy Enhancement Fund held jointly by the Commissioner of Taxation and Finance and the Comptroller, consisting of appropriated moneys and any grants, gifts, or bequests made to the program, to be used exclusively for making research grants. Fund moneys are kept separate from all other state funds and disbursed on audit and warrant of the comptroller based on certification by the Commissioner of Education. The act takes effect immediately.
