Establishes a digital legal mail program
A state bill is a proposed law in a state legislature — separate from the U.S. Congress. Learn more →
Summary
The bill establishes a digital legal mail program that allows law offices to send privileged legal correspondence to incarcerated individuals at correctional facilities. Law offices would need to register with the department of corrections before they can send legal mail through the digital system. Legal mail would be delivered to a secure digital location managed by the department. The department would develop rules to ensure the program complies with legal and constitutional protections for incarcerated individuals. For situations where digital delivery is not feasible, traditional mail delivery with screening would remain an option.
