AN ACT to amend the general business law, in relation to exempting the offer of sale of franchises from registration requirements
The People of the State of New York, represented in Senate and Assem- bly, do enact as follows:
1 Section 1. Subdivision 3 of section 684 of the general business law is 2 amended by adding a new paragraph (e) to read as follows: 3 (e) The offer or sale by a franchisor of a franchise is made to a 4 person residing in another state and who or which will not operate the 5 franchise in this state; provided the franchisor otherwise complies in 6 full with any federal and state requirements relating to such offer or 7 sale. 8 § 2. This act shall take effect on the ninetieth day after it shall 9 have become a law.
