AN ACT to amend the state finance law and the vehicle and traffic law, in relation to enacting the "Creating Lasting Access to Supported and Inclusive Careers for New York (CLASSIC NY) act"
The People of the State of New York, represented in Senate and Assem- bly, do enact as follows:
1 Section 1. Short title. This act shall be known and may be cited as 2 the "Creating Lasting Access to Supported and Inclusive Careers for New 3 York (CLASSIC NY) act". 4 § 2. The state finance law is amended by adding a new section 99-uu to 5 read as follows: 6 § 99-uu. Disability employment innovation fund. 1. There is hereby 7 established in the custody of the state comptroller a special fund to be 8 known as the "disability employment innovation fund". 9 2. Such fund shall consist of all moneys collected pursuant to section 10 four hundred four-ff of the vehicle and traffic law, and any other 11 moneys appropriated, credited, or transferred thereto. 12 3. Moneys of the fund shall be made available for programs supporting 13 employment opportunities for individuals with disabilities and shall be 14 administered through a coordinated interagency process led jointly by 15 the office for people with developmental disabilities, the adult career 16 and continuing education services - vocational rehabilitation program 17 within the department of education, and the office of mental health, in 18 consultation with the department of labor and the commissioner of motor 19 vehicles. 20 4. On or before February first of each year, the administering agen- 21 cies designated under subdivision three of this section shall jointly 22 submit a report to the governor, the temporary president of the senate, 23 and the speaker of the assembly detailing revenues received, expendi- 24 tures made, and outcomes achieved, including but not limited to the 25 number of individuals served and employment outcomes. 26 § 3. The vehicle and traffic law is amended by adding a new section 27 404-ff to read as follows:

1 § 404-ff. Issuance of "Classic NY" series license plates. 2 1. (a) The commissioner is authorized to issue, upon request of any 3 person in this state, special edition reissued historical license plate 4 designs, which may be branded or marketed as part of the "Classic NY" 5 series. Application for such license plate shall be filed with the 6 commissioner in such form and detail as the commissioner shall 7 prescribe. 8 (b) A distinctive plate issued pursuant to this section shall be 9 issued in the same manner as other number plates upon the payment of the 10 regular registration fee prescribed by section four hundred one of this 11 article, provided, however that an additional annual service charge of 12 twenty-five dollars shall be charged for such plates. 13 2. Each twenty-five dollars received as the annual service charge 14 under paragraph (b) of subdivision one of this section shall be deposit- 15 ed to the credit of the disability employment innovation fund estab- 16 lished pursuant to section ninety-nine-uu of the state finance law and 17 shall be used for the purposes under such section. 18 3. (a) The commissioner is authorized to identify, reserve, and 19 auction license plate configurations created pursuant to this section 20 that are determined to have elevated market value. 21 (b) Such auctions may be conducted by public auction, including 22 through electronic or online platforms, in accordance with rules and 23 regulations promulgated by the commissioner. 24 (c) The commissioner shall establish standards governing permissible 25 plate configurations, bidding procedures, and consumer protections. 26 (d) All proceeds from such auctions shall be deposited in the disabil- 27 ity employment innovation fund established pursuant to section ninety- 28 nine-uu of the state finance law. 29 § 4. This act shall take effect on the one hundred eightieth day after 30 it shall have become a law. Effective immediately, the addition, amend- 31 ment and/or repeal of any rule or regulation necessary for the implemen- 32 tation of this act on its effective date are authorized to be made and 33 completed on or before such effective date.
