Summary

Amend KRS 230.445, relating to the Kentucky quarter horse, paint horse, Appaloosa, and Arabian development fund, to allow the Kentucky Horse Racing Commission to promulgate administrative regulations that retroactively disperse moneys from the fund; limit the retroactive dispersal to only years when no live racing related to the fund has occurred.
