Summary

The amendment appropriates $15 million from the Information Technology Reserve to the State Board of Elections for the 2025-2026 fiscal year to complete upgrades to the State Election Information Management System and campaign finance software. The amendment also adds the State Board of Elections to the list of state entities exempt from certain information technology procurement requirements, including the General Assembly, Judicial Department, and University of North Carolina. This exemption allows the State Board of Elections to independently decide whether to participate in or opt out of state information technology programs and services.
