S 1847 NY Passed Legislature
Requires the public service commission to consider the economic impact of utility rates and charges
A state bill is a proposed law in a state legislature — separate from the U.S. Congress. Learn more →
Summary
This bill requires New York's Public Service Commission to consider the economic impact of utility rate increases on consumers and affected areas before approving them. The bill applies to "major increases," defined as rate changes that would increase a utility company's aggregate revenues by more than $300,000 or 2.5 percent, whichever is greater. When assessing economic impact, the commission must consider at least three categories of data: unemployment and income information, average utility bills for different customer classes, and federal consumer price index data for the relevant area. The bill takes effect immediately and applies to all rate increase requests submitted after its enactment.
