Enacts the "military experience recognized for institutional transfer (MERIT) act"
A state bill is a proposed law in a state legislature — separate from the U.S. Congress. Learn more →
Summary
This bill, known as the MERIT Act, requires SUNY and CUNY institutions to grant academic credit to veterans for military learning, training, coursework, and occupational experience. Full-time undergraduate veterans in good standing can apply for credit that counts toward major requirements, general education, core curriculum, prerequisites, and experiential learning, not just elective credit. Each institution must develop a standardized framework using nationally recognized evaluation standards such as the ACE Military Guide or CAEL methodologies to evaluate military learning. The framework must include transparent application processes, faculty review procedures, written determinations, annual reporting, and staff training to ensure consistent evaluation. No fees or charges may be assessed to veterans for this credit.
