Summary
Amend KRS 220.510 to establish controls for sanitation districts when charging fees, taxes, or other charges to property owners or to other persons for the provision of services; affirm a cause of action when a person is charged for sewer services, but has not received service within 5 years of the plan approval date; provide that the Act may be cited as the Ensuring Fair Sewer Charges Act.
