Summary

Provides that, for each school year, a school corporation shall conduct at least: (1) 900 hours of instructional time for students in grades 1 through 6; and (2) 1,080 hours of instructional time for students in grades 7 through 12. (Current law requires the following: (1) That a school corporation conducts at least 180 student instructional days. (2) That a student instructional day in grades 1 through 6 consists of at least five hours of instructional time and a student instructional day in grades 7 through 12 consists of at least six hours of instructional time.) Defines "instructional day". Simplifies and makes corresponding changes to reducing tuition support if a school corporation fails to conduct the minimum number of instructional hours during a school year. Repeals a provision that requires a qualified district or qualified high school to provide 64,800 minutes of instruction and learning for grades 9 through 12. Makes corresponding changes, including corresponding changes to the school flex program and to the calculation for determining full-time equivalency for average daily membership. Provides that, after June 30, 2022, a school's annual performance may not include English/language arts scores on the statewide assessment for a limited English proficient student who has been enrolled in schools in the United States for less than 12 months. Provides that a school's annual performance may measure only a particular student's growth in English/language arts on the statewide assessment if the particular student is a limited English proficient student who has been enrolled in schools in the United States for at least 12 months but less than 24 months.
