Summary

This bill prohibits the use of state and local government funds, financial incentives, and subsidies for projects where facilities or property are used primarily for e-commerce storage and transfers or the facilitation thereof. The prohibition applies to agencies and public authorities that normally provide financial assistance for economic development projects. The bill amends provisions affecting multiple public development authorities, including the Troy Industrial Park Authority and Auburn Industrial Development Agency, to add this restriction to their existing rules. The restrictions also apply to retail projects unless they include more than one-third retail space or meet specific criteria for serving residents lacking access to certain goods or services. The law takes effect immediately upon enactment.
