What this covers, and what it does not
- House committee votes are published; Senate committee votes are not. The Senate does not release committee vote records through any chamber-wide source — including on nominations. An empty vote list on a Senate proceeding does not mean no vote was held.
- Hearings rarely hold votes. Recorded votes happen at markups and business meetings. A hearing with no votes is normal, not missing data.
- Transcripts arrive late. Committees publish a preliminary transcript within weeks for many House hearings; the official bound record lands months later. Each proceeding says which it has.
- Closed sessions produce no record by design.
