SJRES 46 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

Summary
This joint resolution disapproves an Environmental Protection Agency rule governing California's motor vehicle and engine pollution control standards, including provisions on heavy-duty vehicle emissions, advanced clean trucks, zero-emission airport shuttles, and zero-emission powertrain certification. The rule, published in the Federal Register on April 6, 2023, allowed California to set its own vehicle emission standards separate from federal standards. If passed by Congress, this resolution would invalidate the EPA rule and prevent it from taking effect. The disapproval would be enacted under the Congressional Review Act, which allows Congress to overturn federal regulations through expedited procedures.
