Hearing Small Businesses Act of 2019

To ensure a complete analysis of the potential impacts of rules on small entities.

Introduced Jan 10, 2019

Latest action (May 22, 2019) Committee on Homeland Security and Governmental Affairs Senate Subcommittee on Regulatory Affairs and Federal Management. Hearings held. With printed Hearing: S.Hrg. 116-86.

Summary

The bill amends the Regulatory Flexibility Act to require two additional agencies—the United States Fish and Wildlife Service and the Internal Revenue Service—to conduct regulatory flexibility analyses when they propose new rules. The analyses assess the potential impacts of regulations on small businesses and small entities. The bill makes a technical amendment clarifying that the requirement applies to proposed and interim final rules. This expansion ensures that these agencies, along with other covered agencies, complete comprehensive analyses of how their regulations may affect small entities.
