Healthy Poultry Assistance and Indemnification Act of 2025
To amend the Animal Health Protection Act to provide compensation for poultry growers and layers in control areas, and for other purposes.
Summary
This bill amends the Animal Health Protection Act to compensate poultry growers and layers whose facilities are located in control areas designated during disease outbreaks. Compensation is calculated based on the average income from the owner's five most recent flocks multiplied by the number of flocks prevented during the control area period. Compensation must be paid within 60 days of the owner's request, minus any compensation already received from state or other sources. An owner cannot receive both compensation for destroyed animals and compensation for lost flocks in the same control area during the same period.
