Expel Illegal Chinese Police Act of 2025
To impose sanctions with respect to police departments in the People's Republic of China and other persons seeking to establish a Chinese police presence in the United States.
Summary
This bill authorizes the President to impose sanctions on Chinese police departments and other persons involved in establishing a Chinese police presence in the United States. The sanctions target provincial, municipal, or other Chinese law enforcement institutions; their senior leadership; and individuals acting under their direction or the direction of China's United Front Work Department with intent to covertly monitor or intimidate people in the U.S. The bill imposes two types of sanctions: property blocking of any assets in the U.S. for foreign entities and individuals, and visa revocation and immigration exclusion for aliens determined to be involved. The President may waive the sanctions on a case-by-case basis for up to 30 days if certifying that the waiver is vital to national security interests. Federal agencies are prohibited from participating in investigations of sanctioned individuals unless vital to U.S. citizen safety.
