Summary

This bill amends Medicaid law to establish a minimum annual allotment of federal funds that each state must receive for its Disproportionate Share Hospital (DSH) payments. DSH payments are federal Medicaid funds distributed to hospitals that serve a large share of low-income and uninsured patients. The bill sets the minimum DSH allotment at $20 million per state for fiscal years 2025 through 2029, and requires that the minimum amount be adjusted for inflation beginning in fiscal year 2030 while remaining at least equal to the prior year level.
