PATH to the Foreign Service Act
To provide a Foreign Service officer career pathway for former United States Agency for International Development officers.
Summary
The bill creates a pathway for former USAID Foreign Service officers to transfer to the State Department's Foreign Service without taking the entrance exam, with their prior service counted toward seniority and career milestones. Former USAID officers appointed to State Department positions would be eligible for Foreign Service grades and tenure status matching their previous rank, time-in-service, and performance. The State Department would award hiring preference points to applicants with prior USAID service, applied consistently and transparently in hiring processes. Prior USAID service would be fully credited toward retirement eligibility, time-in-class, seniority, and other applicable career milestones to the maximum extent permitted by law. The Secretary of State must issue implementation guidance within 180 days, and these provisions expire after five years.
