Faster Department of Veterans Affairs Construction Act of 2026
To require the Secretary of Veterans Affairs to use commercial codes and standards instead of or in addition to Federal codes and standards in the construction or alteration of facilities of the Department of Veterans Affairs, and for other purposes.
Summary
This bill authorizes the Department of Veterans Affairs to use commercial building codes and standards (such as those from the International Code Council or American Society of Civil Engineers) instead of or in addition to Federal codes when constructing or altering VA facilities, provided they do not conflict with statutory or regulatory requirements. The bill requires the VA to conduct at least three pilot projects each year from 2027 through 2031 using commercial codes and standards for major construction, minor construction, or major lease projects. The VA must submit annual reports to Congress by the end of each fiscal year detailing its use of this authority and the results of each pilot project. The goal is to test whether commercial codes can expedite VA facility construction or leasing projects.
