Summary

Senate Bill 4124 prohibits the Department of Justice from using any of its funds to approve or facilitate certain claims under the Federal Tort Claims Act. Specifically, the bill prevents DOJ funds from being used to make personal payments to the President from the Judgment Fund, whether in the form of settlements or other payments, when those payments are for the President's personal benefit. The prohibition applies to funds made available to DOJ before, on, or after the bill's enactment. The Federal Tort Claims Act allows individuals to claim damages against the federal government for certain torts, and such claims are typically paid from the Judgment Fund. This bill restricts DOJ's use of its appropriated funds for paying the President's personal tort claims.
