Diego Garcia Treaty Oversight Act
To require the advice and consent of the Senate for any modification to the 1966 agreement between the United States and the United Kingdom concerning the British Indian Ocean Territory, and for other purposes.
Summary
The bill would require Senate approval for any modifications to the 1966 defense agreement between the United States and the United Kingdom regarding the British Indian Ocean Territory and Diego Garcia. It would prohibit federal agencies from spending money to modify the agreement unless the Senate has provided its advice and consent. Before negotiating any changes to the agreement, the President would be required to submit a report to the Senate Foreign Relations, Armed Services, and Appropriations committees detailing the national security rationale for the proposed modification, its implications for U.S. operational control of Diego Garcia, and any risks from third-party claims or foreign military presence. The report would be submitted in both classified and unclassified forms. These requirements aim to ensure congressional oversight of any changes to this important defense agreement.
