Summary

This bill reauthorizes the Rural Innovation Stronger Economy grant program through fiscal year 2031 and expands its focus. The program will prioritize rural communities with populations under 20,000, with at least 10 percent of annual grant funds directed to communities with fewer than 10,000 residents. The bill broadens eligibility to support a diverse range of industries rather than focusing on specific industry clusters and requires state rural development offices to concur with grant selections. The legislation removes restrictions on the types of industries and activities that can receive funding under the program. The bill authorizes $50 million in annual appropriations for fiscal years 2027 through 2031.
