Summary

This bill amends the Higher Education Act of 1965 to recognize students who complete secondary school education in a home school setting as high school graduates, provided the home school is treated as a home school or private school under state law. The amendment adds an explicit definition to federal education law that home school graduates qualify as high school graduates for purposes of federal higher education programs and eligibility. This change ensures that home-schooled students meet the basic educational-attainment requirement for federal student aid and other higher education programs.
