Mr. Markey (for himself, Mr. Van Hollen, Mr. Welch, Mr. Wyden, Mr. Sanders, Mr. Schiff, Mr. Booker, Mr. Lujan, Ms. Klobuchar, Mr. Padilla, and Mr. Durbin) introduced the following bill; which was read twice and referred to the Committee on Commerce, Science, and Transportation

A BILL

To prohibit the use of Federal funds to implement the Executive order entitled “Ensuring a National Policy Framework for Artificial Intelligence”.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “States’ Right to Regulate AI Act”.

SEC. 2. NO FEDERAL FUNDS FOR EXECUTIVE ORDER RELATING TO STATE REGULATION OF ARTIFICIAL INTELLIGENCE.

No Federal funds may be used to implement, administer, or enforce the Executive order entitled “Ensuring a National Policy Framework for Artificial Intelligence”, issued on December 11, 2025. <all>
