A BILL
To amend the Richard B. Russell National School Lunch Act to improve direct certification, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “School Meals for Healthy Kids Act of 2025”.
SEC. 2. CODIFICATION OF EXISTING USE OF DATA FOR DIRECT CERTIFICATION.
Section 9(b)(15) of the Richard B. Russell National School Lunch Act (42 U.S.C. 1758(b)(15)) is amended by adding at the end the following:
“(I) Use of medicaid data.—Any State agency that uses Medicaid program data to directly certify children for free or reduced price lunches under this Act and free or reduced price breakfasts under section 4 of the Child Nutrition Act of 1966 (42 U.S.C. 1773) for the school year beginning on July 1, 2024, through the demonstration projects carried out pursuant to this Act may continue using Medicaid program data for subsequent school years in accordance with the conditions in effect at the start of the school year beginning on July 1, 2024.”.
SEC. 3. CODIFICATION OF EXISTING METHODOLOGY FOR COMMUNITY ELIGIBILITY PROVISION SCHOOLS.
Section 11(a)(1)(F) of the Richard B. Russell National School Lunch Act (42 U.S.C. 1759a(a)(1)(F)) is amended—
(1) in clause (i), by striking “or successor regulations” and inserting “as in effect on the date of enactment of the School Meals for Healthy Kids Act of 2025”;
(2) by striking clause (vii) and inserting the following:
“(vii) Multiplier.—For each school year, the multiplier shall be 1.6.”; and
(3) in clause (xi), by striking subclause (III). <all>
