Summary

This bill prohibits the District of Columbia government from entering into or maintaining Sister City relationships with jurisdictions located in foreign adversary countries, as defined in federal law (typically including nations such as Russia, China, Iran, and North Korea). If the District has any existing Sister City relationships with such jurisdictions at the time of enactment, it must terminate them within 180 days or by the date specified in the relationship agreement, whichever comes first. The bill also restricts the District's access to federal funds for liaison and outreach services to the diplomatic and international communities unless the District certifies to the President that it is in compliance with the prohibition. The bill defines foreign adversary countries using the same definition as existing federal law regarding covered nations. The purpose is to prevent the District from maintaining official relationships with jurisdictions in countries designated as foreign adversaries to the United States.
