Summary

This bill amends Department of Defense procurement procedures to expand the circumstances under which the military can use non-competitive contracting instead of requiring competitive bidding. The bill adds a new justification for non-competitive procurement when market research indicates the property or service offers differentiated capabilities, accelerated delivery schedules, or continuous improvements. The bill raises dollar thresholds that trigger justification requirements, increasing the threshold from $10 million to $100 million, from $500,000 to $10 million, and from $75 million to $500 million respectively. The changes streamline procurement procedures to allow faster contracting for items with unique capabilities or urgent delivery needs. Various conforming amendments are made to cross-references due to the restructuring of the statutory provisions.
