Mr. Cotton introduced the following bill; which was read twice and referred to the Committee on Agriculture, Nutrition, and Forestry

A BILL

To prohibit Federal funding for research centers and laboratories in which nationals of countries of concern conduct agricultural research.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Bioweapon Prevention Act of 2025”.

SEC. 2. PROHIBITION ON FUNDING FOR RESEARCH CENTERS AND LABORATORIES IN WHICH NATIONALS OF COUNTRIES OF CONCERN CONDUCT AGRICULTURAL RESEARCH.

(a) In General.—No Federal funding shall be available to any research center or laboratory in which a national of a country of concern conducts agricultural research.

(b) Definition of Country of Concern.—In this section, the term “country of concern” means—

(1) the Republic of Cuba;

(2) the Islamic Republic of Iran;

(3) the Russian Federation;

(4) the People’s Republic of China, including the Special Administrative Region of Hong Kong and the Special Administrative Region of Macau;

(5) the Bolivarian Republic of Venezuela; and

(6) the Democratic People’s Republic of Korea. <all>
