Investing in All of America Act of 2025
To amend the Small Business Investment Act of 1958 to exclude from the limit on leverage certain amounts invested in smaller enterprises located in rural or low-income areas and small businesses in critical technology areas, and for other purposes.
Summary
The bill would amend the Small Business Investment Act of 1958 to modify leverage limits and investment flexibility for Small Business Investment Companies (SBICs). It would reduce the maximum leverage limit for individual companies from $300 million to $200 million, while expanding the types of investments that can be excluded from leverage calculations. These expanded exclusions would include investments in small businesses located in rural areas, those operating in critical technology fields, and small manufacturers, in addition to existing low-income geographic area investments. The bill would establish an exclusion limit of up to $125 million or 50 percent of private capital, whichever is less, and would implement annual adjustments for inflation based on the Consumer Price Index.
