Summary

This bill authorizes livestock producers and their employees to take black vultures that are causing, or are reasonably believed to cause, death, injury, or destruction to livestock. The authorization overrides the Migratory Bird Treaty Act protections that normally apply to black vultures. The bill prohibits the use of poison to take black vultures. Livestock producers who take black vultures must submit an annual report to the United States Fish and Wildlife Service. The Fish and Wildlife Service must develop a reporting form within 180 days of enactment that is no more complex than existing permitted-take forms under the Migratory Bird Treaty Act.
