Summary

This bill prohibits the Department of Defense from using appropriated funds in fiscal years 2025 and 2026 to procure, modify, restore, or maintain any aircraft previously owned by a foreign government or foreign government entity for presidential airlift purposes. The prohibition applies to any aircraft owned or controlled by a foreign government or its representatives. The bill effectively restricts presidential air transportation to domestically owned aircraft for those fiscal years.
