Highway Funding Transferability Improvement Act

To amend title 23, United States Code, to provide for increased transferability of Federal-aid highway funds.

Introduced May 13, 2025

Latest action (Jul 23, 2025) Committee on Environment and Public Works Senate Subcommittee on Transportation and Infrastructure. Hearings held.

Summary

This bill amends federal highway law to increase the percentage of Federal-aid highway funds that can be transferred between different uses or projects from 50 percent to 75 percent. The increased transferability allows states and transportation agencies greater flexibility in allocating federal highway funding to address different transportation priorities and needs. By allowing more funds to be transferred, the bill aims to improve how federal highway dollars are used at the local and state level.
