A BILL
To amend the Low-Income Home Energy Assistance Act of 1981 to improve the formula for allotments to States.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “LIHEAP Parity Act”.
SEC. 2. ALLOTMENTS.
Section 2604(a)(2) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8623(a)(2)) is amended by striking “, except that States” and all that follows and inserting a period.
SEC. 3. REGULATIONS.
(a) Calculation.—The Secretary of Health and Human Services shall issue a regulation that specifies the method to be used to calculate State allotments under section 2604(a)(2) of the Low-Income Home Energy Assistance Act of 1981, consistent with the amendment made by section 2, ensuring that the method will accurately allot the funds involved.
(b) Data Sources.—In issuing the regulation, the Secretary shall specify—
(1) the data sources to be used by Administration for Children and Families to make the State allotments; and
(2) how often the data sources shall be updated, and means of updating the data sources sufficiently, to ensure the accuracy of the State allotments. <all>
