PARTNER with ASEAN, CERN, and PIF Act

S. 1579 To provide for the treatment of the Association of Southeast Asian Nations (ASEAN), the European Organization for Nuclear Research (CERN), and the Pacific Islands Forum (PIF) as international organizations for purposes of the International Organizations Immunities Act, and for other purposes.

Introduced May 1, 2025

Latest action (Jun 18, 2025) Placed on Senate Legislative Calendar under General Orders. Calendar No. 95.

Summary

This bill amends the International Organizations Immunities Act to authorize the President to extend the act's provisions to three organizations: the Association of Southeast Asian Nations (ASEAN), the European Organization for Nuclear Research (CERN), and the Pacific Islands Forum (PIF). Under the International Organizations Immunities Act, designated international organizations receive certain privileges and immunities from U.S. law, such as tax exemptions and immunity from legal process. The bill would allow these three organizations to be treated as international organizations under U.S. law and eligible for the same immunities and privileges as other designated international organizations. The President may determine the specific terms and conditions under which these provisions would apply to each organization. The bill provides the legal authority for granting these protections in the same manner as they are extended to other public international organizations in which the United States participates.
