To amend title 38, United States Code, to make permanent and codify the pilot program for use of contract physicians for disability examinations, and for other purposes.
Summary
This bill makes permanent a pilot program that allows the Department of Veterans Affairs to use contracted physicians for disability examinations of veterans applying for benefits, rather than relying only on VA employees. Licensed health care professionals can conduct these examinations in any state under contract with the VA, provided they hold an unrestricted license and are not barred from practicing. The bill establishes a mechanism for contract physicians to transmit medical evidence introduced by applicants during examinations to the VA. It also requires the Secretary of Veterans Affairs to report to Congress within three years on how this program affects the cost, speed, and quality of disability examinations.
